And me and my family would always take Volaris Airlines when we fly to Cancun and from Cancun back to Los Angeles. And like when the plane starts to taxi to the runway, like starts driving. There is this one sound like if you're scratching a wall or something. This would always happen. And also when after taking off, that same noise comes up again. You hear it like twice, and then a couple more times for like 6 seconds. I don't know how to explain the sound though. Does anyone know what I'm talking about? Also after landing, that same sound would come up.

It could be the flaps being tested as you taxi and also Being set for take off and when you come into land the flaps are also used then to slow the aircraft and it's decent.
When I was flying back from Arrecife, Lanzarote to Manchester, UK With Thomas Cook on an A321 I thought the same when taxing. I asked the cabin crew and they said that it was either the flaps, speed brakes or the hold doors being locked. On my flight the noises were made for a longer period than yours.
With you also hearing it on decent and landing it was more than likely the flaps adjusting. It's nothing to be worried scared about. Without them....it would be difficult to land and take off the aircraft!

It's probably the engines, ya see the plane's engines have pressure when taking off or landing. It's similar to rubbing two rocks together repeatedely, it makes a sound (IT'S EFFIN ANNOYING). So i hope i helped answer your question friend.

Flaps being set for take off and retracted in flight. Flaps are retracted in increments after takeoff.
